2030 General Plan
The City’s General Plan, adopted March 2015, is a statement of community priorities to guide public decision making. It provides the basis for the City’s land use, development and conservation policy, and represents the basic community values, ideals and aspirations that will govern the City through 2030. The Plans goals, policies, and actions guide the day-to-day decisions made by the City Council, commissions, and staff.
State law states that amendments to a City or County’s General Plan can only occur four times per calendar year. Although there are limits on the number of times the General Plan can be amended per calendar year, there can be multiple amendments acted upon per meeting.

Design Guidelines
The purpose of the City of Oroville Design Guidelines is to provide design guidance for project within the City, promoting an improved aesthetic and functional quality of the community. The guidelines are intended to serve as recommendations focusing on the design of developments.

Zoning Information
The Zoning Ordinance is adopted as Title 17 of the Oroville Municipal Code. The Zoning Ordinance defines what uses are allowed within particular zoning districts, and specify development standards for construction, such as setbacks, height limits, landscaping requirements, and parking standards.

The Zoning Overlay Map (pdf) shows areas of the city where parcels are subject specific development provisions for the overlay district, in addition to requirements for the underlying zoning district.
